<br />TUESDAY <br /> <br />APRIL 14, 1981 <br /> <br />--- <br /> <br />(5) called for a duly-advertised public hearing on a proposed 1981-82 <br /> <br />City Budget, Tuesday, June 9th, beginning at 7:30 P.M., in the <br /> <br />Council Chamber. <br /> <br />Council acknowledged the following staff progress reports: <br /> <br />(1) development of a capital assets inventory and record system; <br /> <br />- <br /> <br />(2) development of a new purchasing manual and procedures; <br /> <br />(3) an anticipated negotiated settlement with Appalachian Power Company <br /> <br />pertaining to the implementation by APCo of its wholesale power rate <br /> <br />increase, which became effective February 2, 1981; and <br /> <br />(4) activities of the Rental Assistance Program for the quarter ended <br /> <br />March 31, 1981. <br /> <br />Pursuant to Section 2.1-344(a) (1) of the CODE OF VIRGINIA (1950, and as amended), <br /> <br />and upon motion, duly seconded and unanimously carried by a recorded vote, Council <br /> <br />convened into an Executive Session for the purposes of considering the appointing <br /> <br />of members to the following agencies or committees: <br /> <br />(1) the Martinsville-Henry County Clean Community Commission; <br /> <br />(2) the CBD Commission; and <br /> <br />(3) the proposed City-County Merger Study Committee. <br /> <br />Upon reconvening into regular session, Council unanimously appointed Mrs. Dennis <br /> <br />W. Hammack and Mr. Walter Milstead to membership on the Clean Community Commission <br /> <br />for terms expiring March 31, 1983; however, Council took no action on the other two <br /> <br />matters considered in Executive Session. <br /> <br />Council was adjourned. <br /> <br />/.
