<br />:" f) <br />",; ~ <br /> <br />TUESDAY <br /> <br />APRIL 14, 1981 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Barry A. Greene presiding, was held Tuesday, April 14, 1981, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being <br /> <br />present, viz., Barry A. Greene, Mayor; William C. Cole, Jr., Vi~e Mayor; L. D. <br /> <br />Oakes; Henry C. Reed; and Francis T. West. <br /> <br />After the invocation, and after presenting awards to a number of city employees <br /> <br />in recognition of their years of service, Council approved--as recorded--the <br /> <br />minutes of its regular meeting held March 24, 1981. <br /> <br />After conducting a duly-advertised public hearing on the Collinsville Ruritan <br /> <br />Club's application for a Special-Use Permit (previously approved by the Planning <br /> <br />Commission) to allow this organization to sponsor the Hoxley Brothers Circus at <br /> <br />Liberty Heights Fairgrounds on May 12, 1981, and there being no objections <br /> <br />registered by anyone to this application, Council unanimsouly authorized the <br /> <br />issuance of said permit, subject to the following conditions: <br /> <br />1. Preparation, in advance, of satisfactory plans to resolve any safety <br />problems. <br />2. The life of this permit shall be only for your forthcoming May 12, <br />1981 event. <br />3. Closing will be no later than twelve midnight. <br />4. No gambling will be allowed. <br />5. No "girlie" shows will be permitted. <br />6. That a suitable barrier, approved by the Building Official, be <br />erected along the south boundary of the Liberty Heights pool. <br /> <br />Also, after conducting a duly-advertised public hearing on a property rezoning <br /> <br />petition filed by Messrs. Jerry S. Chaney, Toney L. Millner, and Ronald S. Gravely, <br /> <br />and there being no objections registered by anyone to this rezoning request <br /> <br />(previously approved by the Planning Commission), Council unanimously effected <br /> <br />the requested rezoning through adoption of the following ordinance amending the <br /> <br />City's Zoning Map: <br />
