<br />TUESDAY <br /> <br />MARCH 24, 1981 <br /> <br />,,-- <br /> <br />Council acknowledged with appreciation the following status report on the proposed (or <br /> <br />requested) expansion of the Martinsville-Henry County Public Health Center, as prepared by <br /> <br />the City's representatives on the preliminary study group: <br /> <br />As you will recall, a Preliminary Study Group of City and County representatives <br />was organized in November to review the building space needs of the Health Center. <br />An initial meeting of this group was held on December 11, including: <br /> <br />- <br /> <br />Representing the City <br />Vice Mayor Bill Cole <br />Councilman Henry Reed <br />City Manager Don Edmonds <br /> <br />Representing the County <br />Supervisor James Wagoner <br />Supervisor Joel Wilson <br />Acting Co. Adm. Lee Lintecum <br /> <br />There has followed a number of meetings of the group with Health Center Director <br />Dr. Elizabeth Roycroft and her staff, including inspection visits to the Health <br />Center. In addition, considerable data has been gathered, and the organizational <br />structure and mission of the Department has been reviewed in detail. <br /> <br />The tentative conclusions of the group are (a) that the programming of the Center <br />basically responds only to the legal mandates of the State and federal governments; <br />and (b) that the Health Center is overcrowded and ill-arranged for most current <br />purposes. <br /> <br />For discussion only, the Preliminary Study Group has suggested to Dr. Roycroft <br />the possibility of funding certain internal rearrangement of the current building <br />layout (encompassing about 6,600 sq. ft.) and the addition of approximately 3,000 <br />sq. ft. This is, of course, considerably less than Dr. Roycroft's proposed addition <br />of about 21,000 sq. ft., and she feels that the group's ideas are somewhat less <br />than the situation may require. We agree that such a minor addition should be <br />part of a longer-range plan. <br /> <br />No costs have been ascribed to the group's suggestion, but some volunteer <br />assistance has been enlisted to review the work flow and space utilization at <br />the Center as it is. Mr. Charles M. Russell, a retired industrial engineer from <br />DuPont, has agreed to undertake this task, and his findings are expected by <br />the group by May 1, 1981. A next step may be to consult an architect and to <br />proceed with development of preliminary drawings and cost estimates. <br /> <br />The matter of timing, cost-sharing between the City and County and many <br />other details remain to be considered, and we will keep you advised as these <br />questions are addressed. <br /> <br />A statement of policy governing reimbursement of travel-and-miscellaneous expenses incurred <br /> <br />by members of City Council was unanimously approved. <br /> <br />_.._---_..,------~-- . <br />
