2t}

TUESDAY

MARCH 10, 1981

Council acknowledged the presence of Mr. Michael Hicks, who recently became a Regional

Planner for the West Piedmont Planning District Commission, with Mr. Hicks noting that

he will also serve as a liason between the WPPDC and City Council.

Council also acknowledged an inquiry from Mr. Henry Gilbert, of Radio Station WHEE, pertaining

to the recently-suggested study and analysis of the City's declining population trend.

Vice-Mayor Cole, commenting upon the recently-completed reassessment of the City's taxable

real estate in accordance with State statutes, which reassessment reflects in total an average

of 20% increase in real estate valuations over the last such reassessment, cautioned the

public not to assume that the City's 99~ real estate tax rate would be adjusted downward to

provide no more tax dollars to the City than currently being provided with the 99~ rate,

particularly in light of continuing inflation and the possible loss of funds usually contributed

by the Electric Fund to the City's General Fund (the latter being attributed to the effect of

Appalachian Power Company's recently-approved wholesale rate increase for electric energy

purchased by the City from APCo).

Council was adjourned.

.:: ......> \""'"-"_ '\' " ~ _...."1.. ._
W.
