<br />TUESDAY <br /> <br />JANUARY 27, 1981 <br /> <br />- <br /> <br />1. The City Council hereby approves the proposed additional amendment <br />to Chapter 11 of the City Charter in the form attached hereto as <br />Exhibit A and requests that the General Assembly of the Commonwealth <br />of Virginia amend the existing City Charter in accordance therewith. <br /> <br />2. Two certified copies of this Resolution, the publisher's affidavit <br />of publication of the notice of the public hearing on the proposed <br />additional amendment to Chapter 11 of the City Charter and the proposed <br />amendment to the City Charter in the form attached hereto as Exhibit <br />A shall be transmitted to the City's representatives in the General <br />Assembly. <br /> <br />- <br /> <br />3. This Resolution shall take effect immediately. <br /> <br />In giving further consideration to a report presented December 23, 1980, by an Ad Hoc <br /> <br />Citizens Committee on its findings and recommendations pertaining to recreational usages <br /> <br />of the City's Beaver Creek Reservoir as well as other related matters, and after hearing <br /> <br />presentations on behalf of local canoeing enthusiasts (represented by Mr. Dennis W. Joiner, <br /> <br />9 Gravely Street, and by Mr. Lyn Davis, 708 Carter Street; and by Mr. "Bob" Hopkins on behalf <br /> <br />of local Boy Scouts and their canoeing activities), Council authorized City Manager Edmonds to <br /> <br />amend the City's current regulations (governing recreational usages of the reservoir) to the <br /> <br />extent that canoes and canoeing will be allowed on this water impoundment subject to the <br /> <br />restrictions and conditions now applicable to other boating activities at this site. <br /> <br />Upon motion by Councilman Reed, seconded by Vice-Mayor Cole, which motion carried by a vote <br /> <br />of three-to-two (for: Messrs. Reed, Cole, and Greene; against: Messrs. West and Oakes), <br /> <br />Council accepted City Manager Edmonds' proposed changes in the City's guidelines (as set forth <br /> <br />in Mr. Edmonds' memorandum report dated January 7, 1981, and entitled, "Status of Housing <br /> <br />Rehabilitation Program and Proposed Changes in Guidelines") with the exceptions that, where <br /> <br />deferred loans of 100% were proposed for the eligible handicapped and/or elderly citizens <br /> <br />and where loans of 100%, at an annual interest rate of 10%, would be available to non-income <br /> <br />eligible landlords, the amounts of such loans would be limited to 98%. <br />
