<br />b <br /> <br />TUESDAY <br /> <br />JANUARY 27, 1981 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, January 27, 1981, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. <br /> <br />Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis T. <br /> <br />Wes t . <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held January 13, 1981. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a proposal <br /> <br />to request the 1981 Session of the Virginia General Assembly to amend Chapter 11 of the City's <br /> <br />Charter whereby the issuance of general obligation bonds by the City of Martinsville can be <br /> <br />authorized by a majority of the City's voters voting on the question of issuing such bonds. <br /> <br />There being no objections registered by any citizen to this proposal, upon motion (duly <br /> <br />seconded and unanimously carried), Council adopted the following resolution requesting the <br /> <br />1981 Virginia General Assembly so to amend the City's Charter: <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia (the "City"), <br />has determined that it is in the public interest to amend the provisions <br />of Chapter 11 of the City Charter relating to the issuance of bonds of <br />the City; and <br /> <br />WHEREAS, in accordance with Section 15.1-835 of the Code of Virginia <br />of 1950, as amended, notice of a public hearing to determine if the <br />citizens of the City desire that the City request the General Assembly <br />to amend the City Charter was published in the Martinsville Bulletin, <br />a newspaper of general circulation in the City, on January 16, 1981, <br />which date was more than ten days before such public hearing; and <br /> <br />WHEREAS, such public hearing was held and the City Council now desires <br />to request that an additional amendment to the City Charter be enacted <br />in the 1981 Session of the General Assembly of the Commonwealth of <br />Virginia. <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF MARTINSVILLE, VIRGINIA: <br />
