<br />6)26 <br />/-'WI ,." <br /> <br />TUESDAY <br /> <br />NOVEMBER 22, 1983 <br /> <br />Mayor Cole also referred to the November 11th letter issued by Mr. Ford C. Quillen, <br /> <br />member of the Virginia House of Delegates (from the First District), in which Mr. Quillen <br /> <br />offered his views regarding the need for the General Assembly to provide additional funds <br /> <br />(through increased taxation, such as an additional one-cent sales tax) for various <br /> <br />increased funding for State-supported activities and to obviate the necessity of increasing <br /> <br />local property taxes by local governmental entities. Mayor Cole then suggested that City <br /> <br />Manager Edmonds analyze the suggested sales tax increase and "what it will mean to the <br /> <br />City" if enacted, as a supplement to tabulated information thereon attached to Mr. <br /> <br />Quillen's letter. <br /> <br />,-'- <br /> <br />Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant to <br /> <br />Section 2.1-344,subsections (a)(l) and (a)(2), of the CODE OF VIRGINIA (1950, and as <br /> <br />amended), Council convened into an Executive Session for the purposes of (1) considering <br /> <br />the acquisition of certain real property for public purposes and (2) considering nominees <br /> <br />for appointment to--and to fill a vacancy on--the City's Transportation Safety Commission. <br /> <br />At the conclusion of said Executive Session, Council reconvened into regular session and, <br /> <br />upon motion (duly seconded and unanimously carried), authorized City Manager Edmonds to <br /> <br />execute appropriate contracts by which the City will purchase (for the proposed expan- <br /> <br />sion of the Blue Ridge Regional Library headquarters at 310 East Church Street, in <br /> <br />Martinsville) that certain tract of land now owned by the Jones Estate or heirs, situated <br /> <br />immediately east of the library headquarters, for the cash sum of $65,500.00, and that <br /> <br />certain tract of land, with residence thereon, now owned by the heir of Mrs. Ailcie G. <br /> <br />Whittle, being situated immediately west of the library headquarters, for the cash sum <br /> <br />of $71,000.00. Council took no action to fill the vacancy on the Transportation Safety <br /> <br />Commission. <br /> <br />Mayor Cole then declared this meeting adjourned. <br /> <br />W. <br /> <br /> <br />a , Clerk of Council <br />
