<br />21 <br /> <br />TUESDAY <br /> <br />NOVEMBER 15, 1983 <br /> <br />Estimated capital costs to the City of Martinsville (for liTreatment Enlargement <br /> <br />Alternatives!!) were summarized as follows, with emphasis on the fact that items "1" <br /> <br />and "2" below (improvements required and odor control improvements) are necessary, <br /> <br />irrespective of the proposed expansion to 8 mgd: <br /> <br />- <br /> <br />4. Buy-In to PSA Plant (alternative to Item "3" above) <br /> <br />a. For 2.7 mgd of existing facility <br />b. For 2.7 mgd of expanded facility <br />c. For Jones Creek Diversion <br /> <br />$1,909,448 <br />420,788 <br />386,100 <br /> <br />Total Buy-In & Jones Creek Diversion <br /> <br />i.2, 722,3;)6 <br /> <br />A preliminary schedule for tne expanding of the City's plant (to 8 mgd) indicated a <br /> <br />beginning date of December 1, 1983 (to begin design), construction to begin August 1, <br /> <br />1984, construction to be completed by September 30, 1985, and operations to begin <br /> <br />October 31, 1985, but with odor control improvements to be on line by May 31, 1985. <br /> <br />At the conclusion of this presentation, comments and questions were received from <br /> <br />visitors present (principally from PSA representatives and from Messrs. S. J. Fuller, <br /> <br />J. E. Hill, and George B. Adams, Jr.), following which, and before adjourning this <br /> <br />meeting, Mayor Cole issued the following statement: <br /> <br />- <br /> <br />As we leave here tonight, I have one thought I feel strongly <br />about, viz., the importance of keeping everyone informed (as <br />to plans and developments relating to the proposed expansion <br />of treatment plants in keeping with the regional concept). <br />There are seven groups which, to me, should be kept informed: <br />(1) the City Administration; (2) the Henry County Public Ser- <br />vice Authority; (3) the City Council; (4) the consultants to the <br />City; (5) the consultants to the Henry County PSA; (6) the <br />Henry County Board of Supervisors; and ('I) the general public. <br />
