Destination of Projected Flows <br />City's Plant <br />PSA's Upper Smith River Plant <br />Total <br /> <br />5.33 mgd <br />2.27 mgd <br />'1.60 mgd <br /> <br />NOTE: Proposed expansion of City's plant is to 8.00 mgd <br /> <br />Mr. Crush then presented a chronology of events pertaining to design and study <br /> <br />developments, beginning with August of 1981 with an upgrade study when, initially, <br /> <br />it was proposed that the City's treatment plant be upgraded to 12 mgd capacity but <br /> <br />subsequently changed to 8 mgd with a proposal that the Henry County PSA's Upper <br /> <br />SmIth River Plant be expanded from its present 4 mgd to 8 mgd, and referring to <br /> <br />various meetings and consultations with the State Water Control Board, the State <br /> <br />Department of Health, the City's representatives, the Henry County Public Service <br /> <br />Authority, representatives of the local duPont plant, and others, and on through <br /> <br />October of 1983, during which period of time much consideration was given to the <br /> <br />City's plant's digester overloading (because of increased textile waste) and to the <br /> <br />resulting odor problems. Mr. Crush also presented a chronology of events relating <br /> <br />to negotiations with the Henry County Public Service Authority whereby the PSA's <br /> <br />Upper Smith River Treatment Plant is to be expanded from 4 mgd to 8 mgd capacity, <br /> <br />the City will buy or purchase a portion of its capacity, and the PSA will share (by <br /> <br />33%) in the cost of expanding the City's treatment plant (from 6 mgd to 8 mgd). <br />
