<br />O~ <br /> <br />TUESDAY <br /> <br />NOVEMBER 8, 1983 <br /> <br />B. A request from Marvin Jamison to abandon a portion of <br />unused right-of-way in front of his property at 842 Smith <br />Street. <br /> <br />C. A request by Rev. Raymond Bennett to abandon a portion of <br />unused right-of-way in front of his property at 912 Bethel <br />Lane. <br /> <br />D. A request by Fred D. Smith, representing United Virginia <br />Bank, to abandon four alleys to the rear of the Bank off <br />Ellsworth Street. <br /> <br />E. A request by Leatherwood Land Company to modify an <br />existing Special Use Permit to allow construction of a <br />39-unit apartment complex in lieu of office buildings, <br />on property located on the north side of East Church <br />Street opposite Cleveland Avenue. <br /> <br />In acceptance of the recommendation of the Industrial Development Authority of the City <br /> <br />of Martinsville, viz., that Council approve and/or authorize the issuance of $450,000.00 <br /> <br />in industrial revenue bonds to assist Solar Building Associates (a Virginia limited <br /> <br />partnership composed of Messrs. John W. Swezey, Attorney at Law, and Earle W. Greene, <br /> <br />Realtor) to acquire and renovate an office building (known as the Solar Building, <br /> <br />owned by Dr. and Mrs. Frederick U. Baublitz) at 312 Fairy Street, Council unanimously <br /> <br />adopted the following resolution approving and authorizing the issuance of IDA revenue <br /> <br />bonds in the amount recommended and for the purpose cited: <br /> <br />WHEREAS, the Industrial Development Authority of the City of Martinsville, <br />Virginia (the "Authority"), has considered the application of Solar Build- <br />ing Associates (the "Company") requesting the issuance of the Authority's <br />industrial development bonds in an amount estimated at $450,000 (the "Bonds") <br />to assist in the financing of the Company's acquisition and renovation of an <br />office building (the "Facility") in the City of Martinsville, Virginia, and <br />has held a public hearing thereon on October 27, 1983; and <br /> <br />WHEREAS, Section 103(k) of the Internal Revenue Code of 1954, as amended, <br />provides that the governmental unit having jurisdiction over the issuer of <br />industrial development bonds and over the area in which any facility <br />financed with the proceeds of industrial development bonds is located must <br />first approve of the issuance of the bonds; and <br />
