<br />J9 <br /> <br />TUESDAY <br /> <br />OCTOBER 25, 1983 <br /> <br />(using 24" mains, plus pumps and appurtenances) at a cost of $1,827,566.50, plus Change <br /> <br />Order No.1 in the amount of $7,964.90 for partial relocation of a pump station access <br /> <br />road. Meanwhile, City Manager Edmonds informed Council that his report and recommendation <br /> <br />as to ways and means of financing the City's 90% share of the cost of this project should <br /> <br />be available to Council by late spring of 1984. <br /> <br />- <br /> <br />Upon motion, duly seconded and unanimously carried, Council called for a special meeting <br /> <br />of the Council to be conducted Tuesday, November 15, 1983, in the Council Chamber, begin- <br /> <br />ning at 7:30 P.M., for the purpose of discussing tentative plans for expansion of the City's <br /> <br />Wastewater Treatment Plant and taking such action thereon as deemed necessary, following a <br /> <br />presentation thereon by Wiley & Wilson, Consulting Engineers, to be made at said meeting. <br /> <br />Mr. Sherman M. Saunders, Director of the Pittsylvania County Community Action Agency, <br /> <br />Inc., accompanied by an associate (Mr. Reese), appeared before Council and offered, <br /> <br />through this agency, to provide for the City a continuation of the weatherization services <br /> <br />recently abandoned by the Piedmont Seniors of Virginia, Inc., because of operational prob~ <br /> <br />lems. Council unanimously declined this offer but, in so doing, indicated that--should <br /> <br />Council reconsider participating in the program--it would give the Pittsylvania County <br /> <br />agency first priority in its reconsideration. <br /> <br />Council unanimously approved--for execution by Mayor Cole on behalf of the City--an ease- <br /> <br />ment agreement (dated October 17, 1983) with Appalachian Power Company providing for a <br /> <br />perpetual easement of ten feet for the construction of the Leatherwood Creek Raw Water <br /> <br />Transmission line over, under, through, upon and across Appalachian's lands located in <br /> <br />the City of Martinsville, subject to the terms and conditions made a part of said agree- <br /> <br />ment. <br />
