J9 TUESDAY OCTOBER 25, 1983 (using 24" mains, plus pumps and appurtenances) at a cost of $1,827,566.50, plus Change Order No.1 in the amount of $7,964.90 for partial relocation of a pump station access road. Meanwhile, City Manager Edmonds informed Council that his report and recommendation as to ways and means of financing the City's 90% share of the cost of this project should be available to Council by late spring of 1984. - Upon motion, duly seconded and unanimously carried, Council called for a special meeting of the Council to be conducted Tuesday, November 15, 1983, in the Council Chamber, begin- ning at 7:30 P.M., for the purpose of discussing tentative plans for expansion of the City's Wastewater Treatment Plant and taking such action thereon as deemed necessary, following a presentation thereon by Wiley & Wilson, Consulting Engineers, to be made at said meeting. Mr. Sherman M. Saunders, Director of the Pittsylvania County Community Action Agency, Inc., accompanied by an associate (Mr. Reese), appeared before Council and offered, through this agency, to provide for the City a continuation of the weatherization services recently abandoned by the Piedmont Seniors of Virginia, Inc., because of operational prob~ lems. Council unanimously declined this offer but, in so doing, indicated that--should Council reconsider participating in the program--it would give the Pittsylvania County agency first priority in its reconsideration. Council unanimously approved--for execution by Mayor Cole on behalf of the City--an ease- ment agreement (dated October 17, 1983) with Appalachian Power Company providing for a perpetual easement of ten feet for the construction of the Leatherwood Creek Raw Water Transmission line over, under, through, upon and across Appalachian's lands located in the City of Martinsville, subject to the terms and conditions made a part of said agree- ment.
