<br />J ~ <br /> <br />TUESDAY <br /> <br />JULY 26, 1983 <br /> <br />Council acknowledged receipt of--and referred to the Planning Commission for its study <br /> <br />and recommendations--the first draft of a transportation plan for the area, to the year <br /> <br />2000, entitled "Martinsville Area Transportation Study", as developed for the City of <br /> <br />Martinsville and the County of Henry by the Transportation Planning Division of the <br /> <br />Virginia Department of Highways & Transportation under date of June, 1983, with the <br /> <br />assistance of representatives from the City of Martinsville, the County of Henry, the <br /> <br />-,- <br /> <br />West Piedmont Planning District Commission, and the Federal Highway Administration. In <br /> <br />commenting on various aspects of this study, Assistant City Manager-Public Works <br /> <br />Director George W. Brown pointed out that this transportation plan, while being an up- <br /> <br />date and projection of the 1969 Transportation Plan, is more realistic than the 1969 <br /> <br />Plan in that the proposed 1983 Plan attempts to list only those street-highway con- <br /> <br />struction projects which can reasonably be accomplished and includes the already-planned <br /> <br />Mulberry Extension and Spruce Street Extension projects. Estimated costs of the proposed <br /> <br />projects and improvements, for the in-City portions thereof, were listed as being <br /> <br />$27,055,200.00, of which--under current cost allocation formula--the City would be re- <br /> <br />quired to pay 5%. Speaking to this proposed plan were the following citizens and/or <br /> <br />visitors: <br /> <br />.....- <br /> <br />1. Mr. George Robinson, of Horsepasture, Virginia, a <br />new-comer to the area, who inquired as to whether <br />railroad companies will participate in the cost of <br />projects involving railroad overpasses or under- <br />passes and as to whether trails for bicycles and <br />hikers will be provided; <br /> <br />2. Mr. Thomas J. Womack, of 200 Fourth Street, who <br />expressed concern with the traffic problems at <br />the intersection of Fayette Street-Church Street- <br />Memorial Boulevard; <br /> <br />- <br /> <br />3. Mr. Joseph W. Pritchett, of 1203 Maxine Road, who <br />strongly recommended that, in the future, more <br />citizen participation be permitted and/or <br />encouraged in various studies ana committees; <br />
