In addition, while appreciative of the protective responsibilities of the <br /> <br />several regulatory agencies involved, Mr. Noland decried what appears to be their <br /> <br />impersonal and rigid enforcement of some-time impracticable regulations which unneces- <br /> <br />sarily and substantially increases the costs of projects such as the proposed Ridgeway <br /> <br />Project. <br /> <br />Other citizens present, including Mr. Worth H. Carter, Jr., (Chairman of the City School <br /> <br />Board) and Mr. J. B. Travis (a member of the Select Citizens Advisory Committee), as <br /> <br />well as members of Council, posed some questions about the project, with comments there- <br /> <br />on being given by Messrs. Craigie and/or Nielsen. In addition, Councilwoman Severt <br /> <br />suggested that, in anticipation of acceptance by Council of City Manager Edmonds' <br /> <br />recommendations (hereinbefore cited), funds from the Electric Fund's Escrow Account be <br /> <br />diverted toward the financing of the City's cost of the Leatherwood Creek Raw Water <br /> <br />Line and/or the cost of expanding the City's Wastewater Treatment Plant. <br /> <br />Upon separate motions (by Vice-Mayor Oakes and duly seconded), Council unanimously took <br /> <br />the following actions with regard to the proposed Ridgeway Project: <br /> <br />1. Authorized a letter to the Federal Energy Regulatory Commission <br />withdrawing the City's license application; <br /> <br />2. Authorized Attorney Frederick H. Ritts to secure a copyright on <br />all eligible reports and documents associated with the project; <br /> <br />3. Called on the City's congressional delegation to introduce and <br />promote the adoption (by the U. S. Congress) of special and <br />appropriate federal legislation to preserve the City's rights <br />and investment in the Ridgeway site for a to-be-determined <br />period of time; and <br />
