<br />l ~l ,1 <br /> <br />JULY 25, 1983 <br /> <br />MONDAY <br /> <br />This dilemma leads me to regretfully conclude that the project should <br />be terminated, and I recommend the following actions on the Council's <br />part at the earliest appropriate date: <br /> <br />1. A motion to authorize a letter to FERC withdrawing <br />the City's license application; <br /> <br />2. A motion authorizing Fred Ritts to secure a copy- <br />right on all eligible reports and documents associ- <br />ated with the project; <br /> <br />3. A motion calling on the City's congressional dele- <br />gation to introduce and promote the adoption of <br />special and appropriate federal legislation to pre- <br />serve the City's rights and investment in the Ridge- <br />way site for a to-be-determined period of time; and <br /> <br />4. A motion authorizing final payment to all consultants <br />associated with the project, in accordance with <br />existing agreements. <br /> <br />Mayor Cole then presented the following prepared statement in which he reviewed the pro- <br /> <br />posed project from its inception, along with some of the problems encountered therewith <br /> <br />by Council and, in addition, in which he offered some suggestions in the form of a "Look <br /> <br />to the Future": <br /> <br />Ten years ago (in 1973), Bob Corekin, the Director of the City's Electric <br />Department, initiated a review of the City's electric power needs, and, in <br />so doing, considered generation options, such as coal, diesel oil, nuclear, <br />solar, wind and hydroelectric. As a result, all were discarded except the <br />hydroelectric option. This was the origin of the Ridgeway Hydroelectric <br />Project. <br /> <br />Council authorized money in 1976 for a Site Survey and in March, 1977, paid <br />$18,378 to R. W. Beck & Associates for this survey. R. W. Beck was con- <br />sidered the top Engineering and Consulting Firm in the United States. <br /> <br />Since 1977, Council has spent or committed approximately $850,000 for the <br />Ridgeway Project. This includes money for appraisal and evaluation work <br />necessary to gaining acceptance of the City's application by the Federal <br />Energy Regulatory Commission (FERC). <br /> <br />In October, 1978, a Select Citizen's Committee volunteered its services. <br /> <br />In February, 1979, City Council took on special studies in <br />better evaluation job. <br /> <br />an effort to do a <br />
