<br />.13 <br /> <br />TUESDAY <br /> <br />JULY 12, 1983 <br /> <br />- <br /> <br />this proposed ordinance by Councilman Reed indicated support by various citizens of this <br /> <br />proposed prohibition, predicated on the fact that, contrary to the more rural living con- <br /> <br />ditions which once existed in the City, residents now live too close to one another to <br /> <br />allow the keeping of livestock and fowl; whereas, Mayor Cole reiterated his previously- <br /> <br />expressed opinion that such an ordinance is more restrictive than it need be. <br /> <br />- <br /> <br />As authorized by Council at its June 28th meeting, City Manager Edmonds presented--and <br /> <br />Council accepted for introduction and for further consideration and/or adoption at its <br /> <br />forthcoming July 26th meeting--an ordinance (No. 83-5) which, when adopted, will amend <br /> <br />Section 10.1 of the Terms and Conditions of Electric Service by revising the present <br /> <br />policy and formula for computing charges (i.e., aid-of-construction charges) for extending <br /> <br />electric service facilities over and beyond that normally provided customers. <br /> <br />After conducting a required public hearing on a proposed amendment or revision to the <br /> <br />City's 1983-84 Budget, as hereinafter described, and there being no comments thereon from <br /> <br />the public, Mayor Cole declared the public hearing concluded, whereupon motion--duly <br /> <br />seconded and unanimously carried--Council appropriated from Water Fund Surplus the sum of <br /> <br />$10,000.00 to finance the estimated cost of acquiring right-of-way easements within the <br /> <br />City necessary to the construction of the Leatherwood Creek raw water line in conjunction <br /> <br />with the Henry County Public Service Authority and the agreement thereon with the Henry <br /> <br />County PSA. <br /> <br />- <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized City Manager <br /> <br />Edmonds to execute (on behalf of the City) a document whereby the Virginia State Library <br /> <br />Board will make available, for 1983-84, to the Blue Ridge Regional Library the sum of <br /> <br />$143,004.00 in State Aid, to be expended in accordance with the regulations of said <br />
