<br />1 'l [i <br />-.., <br />.d <br /> <br />TUESDAY <br /> <br />JULY 12, 1983 <br /> <br />Determining that fault does lie with the following property owners for delinquent taxes <br /> <br />not paid, Council unanimously denied their requests for waiving of penalties and interest, <br /> <br />as follows: <br /> <br />A. William D. Davis, Jr., Trustee for William Davis, III, on property <br />at 911 Bob Gregory Street, for 1966 delinquent taxes, although Mr. <br />Davis (by letter and in person) described the circumstances which <br />accounted for this delinquency, being through errors in deeds (as to <br />property description) conveying this property and the adjoining <br />property at 909 Bob Gregory Street to three grandsons (William Davis, <br />III, being one of the grandsons) of Roy C. Stone; and <br /> <br />B. Julia M. Woods, owner of property at 536 Franklin Street, for <br />delinquent taxes for the year 1965. <br /> <br />Council continued to its forthcoming July 26th meeting a request filed by Robert F. <br /> <br />Becker and Mary M. Woody for waiver of penalties and interest on 1966 delinquent taxes <br /> <br />due on their property at 906 Spruce Street, pending the presentation by the present <br /> <br />owners of evidence that an appropriate title search was made when they acquired this <br /> <br />property in mid-1979 from Mrs. Geraldine M. Earles. <br /> <br />Meanwhile, City Manager Edmonds informed Council that the present delinquent tax <br /> <br />collection efforts (th~ough Mr. George B. Lavinder, Jr., Tax Collection Assistant) should <br /> <br />be completed in September of 1983 and, soon thereafter, a full report on the results of <br /> <br />these will be presented as will be--then or at some later date--some recommendations and <br /> <br />new principles advanced with regard to delinquent tax collection procedures and, perhaps, <br /> <br />the waiving of penalties and interest on delinquent property taxes. <br /> <br />Council accepted for introduction--and scheduled for further consideration and/or adoption <br /> <br />at its forthcoming July 26th meeting--an ordinance (No. 83-4) which, when adopted, will <br /> <br />amend Section 5-20 of Chapter 5 of the City Code to the extent of prohibiting (except <br /> <br />where "grandfathered") the keeping of livestock and fowl within the City.
