<br />130 <br /> <br />TUESDAY <br /> <br />JUNE 28, 1983 <br /> <br />separate and identifiable flat charge (formerly and presently included in each <br /> <br />customer's monthly telephone service charge) for access to toll-service lines will <br /> <br />appear on each subscriber's bill but probably be off-set by reduced basic monthly <br /> <br />service charges. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />ordinance (identified as Ordinance No. 83-1), as introduced at Council's June 14th <br /> <br />meeting, which adds Article VI (Section 12-140) to the City's Code to reflect changes <br /> <br />and amendments enacted by the 1983 Session of the Virginia General Assembly, effective <br /> <br />July 1, 1983 pertaining to the operation of vehicles: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, that <br />the Code of Ordinances of the City of Martinsville be amended by adding a <br />section to be numbered Article VI, Section 12-140, to read as follows: <br /> <br />Pursuant to the provisions of Section 46.1-188 of the Code of <br />Virginia, all amendments and additions to laws of the state <br />relative to the operation of vehicles contained in Title 46.1 <br />of the Code of Virginia, the violation of which are misdemeanors <br />or traffic infractions, except those which by their very nature <br />can have no application within the city, and all amendments and <br />additions to Sections 18.2-267 and 18.2-268 of the Code of <br />Virginia, passed by the General Assembly and scheduled to become <br />effective July 1, 1983, are hereby adopted and made a part of <br />this Code as fully as if set out herein verbatim, and are hereby <br />made applicable within the city. Reference therein to "highways <br />of the state" shall be deemed to refer to streets, highways and <br />alleys within the city. It shall be unlawful for any person <br />within the city to violate or fail, neglect or refuse to comply <br />with any section of, or amendment to, the Code of Virginia which <br />is adopted by this section. The penalty for such violation shall <br />be the same as that provided for a violation of the same state <br />law so adopted, excepted that all fines and costs, when taxes as <br />part of the costs of any case brought thereunder, shall be paid <br />into the general fund of the treasury of the city. This section <br />shall become effective July 1, 1983. <br /> <br />Council also unanimously adopted an ordinance, identified as Ordinance No. 83-2, as <br /> <br />introduced at Council's June 14th meeting and incorporated herein only by reference, <br />
