Authorize the filing of said application with the Virginia <br />Department of Housing and Community Development; <br /> <br />2. Agree to all understandings and assurances contained in <br />said application; <br /> <br />3. Authorize the funding request for $700,000.00 Community <br />Development Block Grant funds, which, if funded, will be <br />matched with $486,000.00 in local funds; and <br /> <br />4. Give its City Manager, Don R. Edmonds, authority to complete <br />and sign said application and to act as the City's official <br />representative in connection therewith and to provide such <br />additional information thereon as may be required. <br /> <br />Continuing (from its June 14th meeting) its consideration of bids received for the <br /> <br />City's 1983-84 workers' compensation insurance coverage, Council received updated <br /> <br />information on--and analysis of--these bids from Mr. R. L. Fisher, of Industrial <br /> <br />Insurance Management Corporation (the City's insurance consultant), indicating that, <br /> <br />subject to receipt by the City of an unpaid dividend from its present carrier (the <br /> <br />Virginia Municipal Group Self-Insurance Association, a non-profit agency with which <br /> <br />the City has carried this coverage for the past three years), the estimated net cost <br /> <br />to the City for 1983-84, assuming normal claim losses, would be little different <br /> <br />whether the coverage is continued with the present carrier or placed with (or through) <br /> <br />Burch-Hodges-Stone, Inc. of Martinsville, whose bid Mr. Fisher had previously recommended <br /> <br />for acceptance. After some discussion of this matter, and with appreciation expressed to <br /> <br />Mr. Fisher and his firm for their services and assistance as the City's insurance consul- <br /> <br />tants, and upon motion (duly seconded) to continue this coverage with the present carrier <br /> <br />for 1983-84, by a vote of three-to-two the motion was carried (Mrs. Severt and Mr. Reed <br /> <br />voting against the motion). <br /> <br />Pending receipt of an opinion from City Attorney Worthy on the application of the <br /> <br />statute of limitations with regard to unpaid delinquent property taxes, Council <br />
