<br />12 <br /> <br />TUESDAY <br /> <br />JUNE 28, 1983 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, June 28, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, as fol- <br /> <br />lows: William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. <br /> <br />Severt; and Francis T. West. <br /> <br />-, <br /> <br />After the invocation, followed by Mayor Cole's welcome to visitors present, Council <br /> <br />unanimously approved--as recorded--the minutes of its special meeting held June 7, <br /> <br />1983, and of its regular meeting held June 14, 1983. <br /> <br />Pursuant to the conditions attached to the five-year special-use permit issued <br /> <br />(February 12, 1980) by Council to the Exchange Club of Martinsville for this club's <br /> <br />conduct and sponsorship of the annual Henry County Fair at Liberty Heights Fairgrounds, <br /> <br />Council reviewed said permit and unanimously approved and renewed same for the year 1983. <br /> <br />At the conclusion of a public hearing, at which no objections were registered, on a <br /> <br />proposal to apply for Community Improvement Grant funds to assist in the financing of <br /> <br />the cost of expanding and upgrading the City's Wastewater Treatment Plant, Council <br /> <br />unanimously adopted the following resolution which, among other matters set forth there- <br /> <br />in, authorized the filing of an application for said funds with the Virginia Department <br /> <br />of Housing and Community Development: <br /> <br />- <br /> <br />Whereas, at its regular meeting held March 8, 1983, Martinsville City <br />Council unanimously authorized the preparation of an application for <br />Community Improvement Grant funds under the Virginia Community Develop- <br />ment Block Grant Program, for the purpose of helping finance the cost <br />of the proposed Expanding and Upgrading of the City's Water Pollution <br />Control Plant (i.e., wastewater treatment plant) to increase its treat- <br />ment capacity from 6mgd to 8 mgd; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia in <br />regular meeting assembled this 28th day of June, 1983, that it does hereby <br />
