<br />122 <br /> <br />TUESDAY <br /> <br />JUNE 14, 1983 <br /> <br />many other Virginia municipalities and school boards, sponsored by the Virginia <br /> <br />Municipal League, by which arrangement the participating localities, contingent upon <br /> <br />few claim-losses or many claim-losses, may receive "dividends" through a return of <br /> <br />excess premium required or might, in effect, be assessed with higher premiums if claims <br /> <br />paid out exceed premiums paid. Mr. Fisher pointed out, further, that only recently <br /> <br />have the commercial underwriters been willing to charge a fixed premium (based on State- <br /> <br />set rates) and, at the same time, return to the purchaser (such as the City) that which <br /> <br />is tantamount to dividends in the event claim-losses are low. On the basis of bids <br /> <br />received for the City's 1983-84 coverage, Mr. Fisher recommended that the bid of Burch- <br /> <br />Hodges-Stone (of Martinsville) be accepted; however, with the expectation that the VML- <br /> <br />sponsored plan bid might be more competitive than that initially presented, Council <br /> <br />deferred action on this matter to its forthcoming June 28th meeting, at which time Mr. <br /> <br />Fisher will present more up-dated information for Council's consideration. <br /> <br />Council unanimously accepted for introduction a proposed ordinance which would add <br /> <br />Article VI to the City's 1983 Code to reflect updated State statutes relating to the <br /> <br />operation of motor vehicles within the City. <br /> <br />In connection with the current A-95 review process being conducted by the West Piedmont <br /> <br />Planning District Commission on the following funding applications for 1983-84, Council <br /> <br />went on record as unanimously supporting these applications: <br /> <br />A. The application filed by the Piedmont Seniors of Virginia, <br />Inc., under the Federal Older Americans Act, to which Mrs. <br />Barbara Holland (PSOV Board member) and Mrs. June Metts Gay <br />(PSOV Executive Director) spoke; and <br /> <br />B. The application filed by the Piedmont Regional Community <br />Services ("Chapter 10") Board. <br />
