<br />L16 <br /> <br />TUESDAY <br /> <br />JUNE 7, 1983 <br /> <br />immunity to counties from city-initiated annexation under certain conditions. In <br /> <br />addition, Mr. Smith recommended that Council institute appeal proceedings to obtain over- <br /> <br />ruling of the Compensation Board in these matters. Council referred this recommendation <br /> <br />jointly to City Manager Edmonds and City Attorney Worthy for study and advice, and for <br /> <br />report back to Council in time for Council to institute such proceedings, should it so <br /> <br />desire. Meanwhile, Council indicated that the City will absorb these net increased local <br /> <br />costs for 1983-84, irrespective of the outcome of appeal proceedings, if initiated. Mean- <br /> <br />while, as Mr. Edmonds's memorandum report indicated, notice of the Compensation Board's <br /> <br />action with regard to the budget requests filed by the City Sheriff (for local courts and <br /> <br />jail) has not yet been received and may be cause for additional review. Council con- <br /> <br />curred in Councilman West's suggestion that City Manager Edmonds attempt to persuade the <br /> <br />Compensation Board not only to be more timely in its decisions on budget requests filed <br /> <br />by the constitutional officers butalso "... .to be more in concert...." with the Council. <br /> <br />Both Mrs. Pat Dameron, representing the Community Action Council, and Ms. Maxine Arnold, <br /> <br />President of the Martinsville Education Association, appeared before Council and com- <br /> <br />mended the Council for its support of the City School Board and the cause of quality edu- <br /> <br />cation for local public school students by Council's restoration of funds for the City <br /> <br />School System requested by the City School Board for 1983-84. <br /> <br />There being no other citizens wishing to be heard, Mayor Cole declared the public hearing(s) <br /> <br />closed; whereupon motion by Councilman West (and seconded by Councilwoman Severt), Council <br /> <br />unanimously enacted the following ordinance adopting the proposed 1983-84 City Budget (as <br /> <br />revised) and setting property tax rates for 1983-84: <br />
