<br />11 <br /> <br />JUNE 7, 1983 <br /> <br />TUESDAY <br /> <br />- <br /> <br />- <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />was held Tuesday, June 7, 1983, in the Council Chamber, City Hall, beginning at 7:30 P.M., <br /> <br />for the purposes of (1) conducting duly-advertised public hearings on the proposed City <br /> <br />Budget, as revised, for 1983-84 and on proposed usage of Federal General Revenue Sharing <br /> <br />funds for 1983-84, (2) considering the adoption of and/or adopting the proposed 1983-84 <br /> <br />City Budget, as revised, including the making of appropriations in accordance therewith and <br /> <br />setting of property tax rates for 1983-84, and (3) considering in Executive Session certain <br /> <br />nominees for appointment and/or reappointment to certain boards and commissions and/or <br /> <br />appointing or reappointing members to certain boards and commissions. All members of <br /> <br />Council were present for this meeting, as follows: William C. Cole, Jr., Mayor and Presiding <br /> <br />Officer; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and Francis T. West. <br /> <br />Following the invocation by Vice-Mayor Oakes, Mayor Cole explained the purposes of this <br /> <br />special meeting and, also, extended a welcome to those visitors present. <br /> <br />Council then reviewed City Manager Edmonds' memorandum (dated June 6, 1983) reflecting the <br /> <br />impact upon the City's proposed budget by recent actions taken by the State Compensation <br /> <br />Board on the budget requests filed for 1983-84 by the City's Commissioner of the Revenue, <br /> <br />Commonwealth's Attorney, and Treasurer, by which actions (i.e., in disallowing or reducing <br /> <br />certain requests) the City will assume--if these requests are approved by Council--increases <br /> <br />in net local costs for these offices. For example, the Compensation Board allowed $1,308.00 <br /> <br />for office expenses of the Commonwealth's Attorney for 1983-84 against a request for <br /> <br />$3,660.00, and for which expenses the Compensation Board allowed $3,150.00 for 1982-83. By <br /> <br />such action, the Commonwealth's Attorney, J. Randolph Smith, Jr., alleged that the Compen- <br /> <br />sation Board is reneging on its responsibility to fund expenses of constitutional officers, <br /> <br />contrary to the legislation enacted by the Virginia General Assembly in 1979 providing <br />
