<br />06 <br /> <br />TUESDAY <br /> <br />MAY 24, 1983 <br /> <br />budget for 1983-84 would be less than 7~% over 1982-83, with the expectation that the <br /> <br />City and the School Board will not be faced with as large increases in the next few <br /> <br />years. <br /> <br />Mr. J. Ronnie Minter, Commissioner of the Revenue, appeared before Council and urged <br /> <br />Council to reinstate the position for an additional appraisor, without which, Mr. Minter <br /> <br />asserted, the City's property reassessment program would be adversely affected to the <br /> <br />extent, aside from other important factors, that certain funds from the Commonwealth of <br /> <br />Virginia might be reduced if the ratio of assessed valuation to appraised valuation falls <br /> <br />below the State-mandated 70%. Meanwhile, Mr. Minter assured Council that, if this <br /> <br />position is funded by the Council for 1983-84, he will attempt to persuade the State <br /> <br />Corrpensation Board to reinstate the pC1sition of chief deputy, which was eliminated when <br /> <br />Mr. Minter (who formerly served as chief deputy and appraisor) became Commissioner of <br /> <br />the Revenue and which position of chief deputy and appraisor was formerly funded by the <br /> <br />State and the City on a shared-cost basis. <br /> <br />In reviewing the list of items City Manager Edmonds proposed to eliminate from his <br /> <br />recommended General Fund budget for 1983-84, Mayor Cole cited the need to reinstate the <br /> <br />sum of $8,000.00 (initially included for 1983-84) for the installation of storm drainage <br /> <br />facilities in the J. Frank Wilson Memorial Park. In connection therewith, although it <br /> <br />was determined that these storm facilities will not alleviate the flooding of properties <br /> <br />east of the park in the Zee Street-Stratford Court area, Mr. Franklin P. Foard, of 700 <br /> <br />Zee Street, while appreciative of what the City has already done to help reduce flooding <br /> <br />at and near his property, urged that additional measures be undertaken and debris be <br /> <br />regularly removed (from the branch that flows nearby) to avert future damage and incon- <br /> <br />venience in the area. <br />
