~6 TUESDAY MAY 10, 1983 Supervisors, to consider the program which, although not designed to replace the State's probation program, will moderate the exploding need for additional correctional facilities which will cost from $50M-to$75M a cell, noting that currently 68% of the State's inmates are non-violent offenders. Upon motion, duly seconded and unanimously carried, Council endorsed the program concept and referred the CDI proposal to City Manager Edmonds for study in conjunction with Henry County officials and the local judiciary. Upon motion, duly seconded and unanimously carried, Council adopted the following ordinance which amends sections of Article II of Chapter 8 (burning of trash and leaves) of the City Code, which ordinance amendments have the approval of the State Air Pollution Control Board as previously introduced: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting assembled, that Chapter 8, Article II, of the Code of the City of Martinsville (1971, and as amended) concerning the regulation of burning trash or leaves be, and the same is, hereby, revised to read as follows: ARTICLE I I BURNING TRASH OR LEAVES Sec. 8-4 Burning trash, leaves, etc. on streets or sidewalks prohibited. It shall be a Class 1 misdemeanor for any person to burn any leaves, paper, trash, or other material in or on any public street or sidewalk in the city. Fires in city parks or playgrounds. Sec. 8-5 a. It shall be a Class 1 misdemeanor to light any fire or do any burning in any city park or on any public playground except at fireplaces or grills designed for fires or cooking purposes. b. It shall be a Class 1 misdemeanor to leave any fire burning in any fireplace or grill in any city park Or on any public playground after departure therefrom.
