<br />~6 <br /> <br />TUESDAY <br /> <br />MAY 10, 1983 <br /> <br />Supervisors, to consider the program which, although not designed to replace the <br /> <br />State's probation program, will moderate the exploding need for additional correctional <br /> <br />facilities which will cost from $50M-to$75M a cell, noting that currently 68% of the <br /> <br />State's inmates are non-violent offenders. Upon motion, duly seconded and unanimously <br /> <br />carried, Council endorsed the program concept and referred the CDI proposal to City <br /> <br />Manager Edmonds for study in conjunction with Henry County officials and the local <br /> <br />judiciary. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />ordinance which amends sections of Article II of Chapter 8 (burning of trash and leaves) <br /> <br />of the City Code, which ordinance amendments have the approval of the State Air Pollution <br /> <br />Control Board as previously introduced: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular meeting assembled, that Chapter 8, <br />Article II, of the Code of the City of Martinsville (1971, <br />and as amended) concerning the regulation of burning trash <br />or leaves be, and the same is, hereby, revised to read as <br />follows: <br /> <br />ARTICLE I I <br />BURNING TRASH OR LEAVES <br /> <br />Sec. 8-4 <br /> <br />Burning trash, leaves, etc. on streets or sidewalks prohibited. <br /> <br />It shall be a Class 1 misdemeanor for any person to burn any <br />leaves, paper, trash, or other material in or on any public <br />street or sidewalk in the city. <br /> <br />Fires in city parks or playgrounds. <br /> <br />Sec. 8-5 <br /> <br />a. It shall be a Class 1 misdemeanor to light any fire or do <br />any burning in any city park or on any public playground <br />except at fireplaces or grills designed for fires or <br />cooking purposes. <br /> <br />b. It shall be a Class 1 misdemeanor to leave any fire burning <br />in any fireplace or grill in any city park Or on any public <br />playground after departure therefrom. <br />
