<br />I) <br />'-..I <br /> <br />THURSDAY APRIL 28, 1983 <br /> <br />(average daily membership) from 3,676 in 1977-78 to an <br />estimated 3,370 for 1983-84; <br /> <br />(4) An exhibit showing the distribution of personnel by positions <br />and/or assignments for each of the years 1976-77 through pro- <br />jected 1983-84, noting that in 1981-82 the Joseph Martin <br />Elementary School was closed but a full-day kindergarten was <br />instituted; <br /> <br />(5) Salary scales for teachers, years 1977-78 through projected <br />1983-84, in which latter year the School Board has adopted <br />a schedule reflecting an 8.8% increase (over 1982-83), <br />including a $400.00 step differential for years of experience, <br />which 8.8% increase is proposed to apply to all school system <br />employees; and <br /> <br />(6) the numbers of teachers in each step of salary scales for the <br />years 1977-78 through projected 1983-84. <br /> <br />An analysis of the School Board's proposed 1983-84 budget and its 1982-83 budget <br /> <br />(excluding Federal Programs and Cafeteria operations), after deducting estimated revenues <br /> <br />applicable, indicated an increase in net local cost (projected 1983-84 over 1982-83) of <br /> <br />$345,978.00, or 9~%, all of which--Mr. Carter pointed out--can be attributed to "people <br /> <br />costs", i.e., salaries and fringe benefits, with the burden thereof continually being <br /> <br />shifted to the locality by the failure of the Virginia General Assembly to fund in <br /> <br />accordance with its adopted policy (of increasing teachers' salaries by 10%). Mr. Carter <br /> <br />pointed out, further, that the School Board proposes to add a net of one additional person <br /> <br />in 1983-84 (whose salary is reimbursable 60% by the State of Virginia) as well as expand <br /> <br />and place more emphasis on its data processing curriculum. <br /> <br />Dr. Calkins then reviewed various line items of the proposed 1983-84 School Board budget, <br /> <br />noting in connection therewith that: <br /> <br />(1) because of decreasing revenues in activity funds (i.e., formerly <br />self-supporting athletic programs), the School Board is being <br />called upon to support these programs more and more; <br />
