<br />8 <br /> <br />THURSDAY <br /> <br />APRIL 28, 1983 <br /> <br />Pursuant to actions previously taken by Martinsville City Council, a special and duly- <br /> <br />called meeting of the Council, with Mayor William C. Cole, Jr., presiding, was held Thurs- <br /> <br />day, April 28, 1983, in the Council Chamber, City Hall, beginning at 3:00 P.M., for the <br /> <br />purpose of reviewing with--and receiving information from--the Martinsville City School <br /> <br />Board regarding the School Board's 1983-84 budget request. All members of Council were <br /> <br />present, with the exception of Councilman Francis T. West, who was out of town, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; and Eliza H. Severt. <br /> <br />Present from the School Board and its adminstrative staff were: <br /> <br />SCHOOL BOARD <br /> <br />Worth H. Calkins, School System Superintendent <br />Mrs. Lynda W. Pulliam, School Board Clerk <br />Dr. Richard H. Browne, Adm. Assistant, Secondary Education <br />Harold B. Cumberledge, Adm. Assistant, Plant & Business <br />Joseph E. Finley, Adm. Assistant, Special Services <br />Dr. Martha H. Lawrence, Adm. Assistant, Elementary Education <br /> <br />Following the invocation, and following opening comments and welcome by Mayor Cole, School <br /> <br />Board Chairman Carter presented the following schedules and/or exhibits, with comments <br /> <br />thereon: <br /> <br />(1) A line-item schedule of School System budgets for 1981-82, <br />1982-83, and the proposed 1983-84, with proposed changes, <br />as compared with 1982-83; <br /> <br />(2) A line-item schedule of School System revenues, being actual for <br />1981-82 and estimated for both 1982-83 and 1983-84; <br /> <br />(3) An exhibit reflecting School System budgets from 1977-78 <br />through (proposed) 1983-84, both actual and estimated, <br />depicting net local costs (to the City), except for <br />proposed 1983-84, as well as actual costs per pupil from <br />local funds and from all funds (except for estimated <br />1983-84) and, too, the decline in numbers of pupils <br />
