Council then considered the matter involving potential <br /> <br />litigation which has arisen from a dispute between the Henry County Public Service <br /> <br />Authority and the City of Martinsville which began in late 1980 over the terms and con- <br /> <br />ditions of the City's 1974 sewer agreement with the Authority, pertaining to allocation <br /> <br />and/or reallocation of sewage treatment plant capacities, which earlier dispute went to <br /> <br />arbitration and was considered settled by what was considered as concurrence by both <br /> <br />parties to the findings of their respective consulting engineers through their report <br /> <br />dated November 18, 1980. Through an exchange of correspondence between City Manager <br /> <br />Edmonds and the Public Service Authority's Executive Director, Mr. Robert W. Grant, it <br /> <br />became apparent that elements of the dispute continue and that arbitration, as provided <br /> <br />under the terms of said sewer agreement, is necessary. Accordingly, upon motion (duly <br /> <br />seconded and unanimously carried), Council appointed Mr. L.
