A line-item comparison of 1982-83 budgeted costs for
worker's compensation insurance with estimated 1983-84
costs, showing an increase in 1983-84 (over 1982-83)
of $51,044.00, principally because of a reclassification
(for insurance premium purposes) of employee salaries
and wages, particularly those of the Electric Department.

D. A summary of travel expense line items proposed for
1983-84, reflecting a total of such items in the amount
of $48,828.00, or $2,795.00 (6%) increase over the
total budgeted for 1982-83.

E. A description of the City's present employee group medical
insurance plan, cost of which is expected to increase as
of September 1, 1983, plus descriptions and estimated costs
of several optional plans, some of which would require more
out-of-pocket expenses on the part of employees (than re-
quired under the City's present plan).

F. The following impact and/or relationship that the 1983-84
pay proposals will have upon the City's current plan:

In addition to the statistical data, there are several points
to keep in mind. One, the VSRS option benefits only fulltime
employees. Two, the pay plan adjustment benefits only those
employees covered by the pay plan. And three, only those em-
ployees due a step increase will benefit from the regular 2.5%.
There are approximately 148 (out of 363 total) employees that
will benefit from all three. 270 employees will benefit from
the pay plan adjustment, 156 within the pay plan for an annual
step increase, and about 352 out of the current total from the
VSRS option. Eleven part-time employees will be excluded from
the VSRS proposal.

The costs involved are:

VSRS Option
Pay Plan Adjustment
Step Increases

$266,233
25,935
34,319
