66 MONDAY APRIL 25, 1983 Pursuant to its actions taken during its regular meeting held April 12, 1983, and its special meeting held April 19, 1983, Martinsville City Council conducted a special meeting on Monday, April 25, 1983, beginning at 2:00 P.M., in the Council Chamber, City Hall, for the purpose of continuing its consideration of City Manager Edmonds' recom- mended 1983-84 City Budget and interviewing the City's constitutional officers and the heads of independent agencies on their respective 1983-84 budget requests. All members of Council were present, viz., Mayor William C. Cole, Jr., presiding officer; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and Francis T. West. In response to requests from members of Council (from Council's special meeting held April 19, 1983) for additional information on certain facets of the proposed 1983-84 City Budget, City Manager Edmonds--by chart and/or several memoranda--presented information on the following matters: A. A comparison of the 1982-83 General Fund budget with the recommended 1983-84 General Fund budget (excluding the School Cafeteria Fund), as follows: 1. 1983-84 increase over 1982-83 by $603,366.00, or 3.95/0; 2. 1983-84 increase over 1982-83, with General Revenue Sharing added and included, by $742,893.00, or 4.7%; and/or 3. 1983-84 increase over 1982-83, excluding all School System budgetary items, only $12,922.00, or one-tenth of one percent. B.
