Council also <br /> <br />concurred in Councilman West's observation that the members (yet to be appointed) of the <br /> <br />City-County Economic Development Corporation be above and beyond partisan concerns or <br /> <br />interests and be willing and eager to work unselfishly toward the goals of this agency. <br /> <br />The report and recommendations of the special study committee follow, as do the proposed <br /> <br />- <br /> <br />1983-84 agency budget and the proposed By-Laws: <br /> <br />THE MARTINSVILLE-HENRY COUNTY <br /> <br />ECONOMIC DEVELOPMENT CORPORATION <br /> <br />BACKGROUND: <br /> <br />In late 1982, a committee was appointed by Martinsville City Council, Henry County Board <br />of Supervisors, and Martinsville-Henry County Chamber of Commerce to study the feasibility <br />of establishment of a joint city-county industrial development effort. This report con- <br />stitutes the recommendations of that committee, the members of which are as follows: <br /> <br />A. L. Aydlett, Executive Vice-President, Martinsville-Henry <br />County Chamber of Commerce <br />Wilbur Doyle, Chairman, Henry County Industrial Development <br />Authority <br />Irving Groves, Jr., Chairman, Martinsville Industrial <br />development Authority <br />C. Lee Lintecum, Henry County Administrator <br />Henry Reed, Martinsville City Councilman <br />Harry Rhett, President, Martinsville-Henry County Chamber <br />of Commerce <br /> <br />ORGANIZATION: <br /> <br />It is the recommendation of the committee that Martinsville City Council and the Henry <br />County Board of Supervisors adopt resolutions authorizing the creation and establishment <br />of the "Martinsville-Henry County Economic Development Corporation". The Corporation <br />will be governed by a Board of Directors, half of the members of which will be appointed <br />by the Board of Supervisors and half of whom will be appointed by the City Council. <br /> <br />PURPOSE: <br /> <br />It will be the purpose of the Martinsville-Henry County Economic Development Corporation <br />to expand the tax base in the two localities and to provide jobs by encouraging local <br />businesses and industries to expand and new businesses and industries to locate in <br />Martinsville and Henry County. <br />
