<br />12 <br /> <br />MARCH 22, 1983 <br /> <br />TUESDAY <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, March 22, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., with all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and <br /> <br />Francis T. West. <br /> <br />After the invocation, followed by a cordial welcome to visitors present, Council <br /> <br />unanimously approved--as recorded--the minutes of its regular meeting held March 8, 1983. <br /> <br />Upon motion, duly seconded and unanimously carried, Council accepted a report and <br /> <br />recommendations, as presented by Councilman Henry C. Reed on behalf of the reporting <br /> <br />agency and as hereinafter made a part of these minutes, submitted by a special committee <br /> <br />created in late 1982 by joint actions of the Council, the Henry County Board of Supervisors, <br /> <br />and the Martinsville-Henry County Chamber of Commerce for the purpose of studying and <br /> <br />reporting on the feasibility of establishing a joint City-County industrial development <br /> <br />effort. In so doing, Council unanimously commended this special committee and its members <br /> <br />for its dedicated efforts in carrying out its assignment as well as specifically authorized <br /> <br />the creation and formation of an agency (here-in-after described in these minutes) to be <br /> <br />known as The Martinsville-Henry County Economic Development Corporation and, also, <br /> <br />unanimously directed that the City's 1983-84 budget include $50,000.00 as the City's one- <br /> <br />half share of the cost of operating this agency during 1983-84. In addition to explanatory <br /> <br />comments by Councilman Reed (a member of the special study committee), Council received <br /> <br />comments from Mr. Irving M. Groves, Jr., also a member and Chairman of the City's Industrial <br /> <br />Development Authority, who stressed the need for complete cooperation between the City and <br /> <br />Henry County governing bodies in this venture, from which many benefits should accrue. <br /> <br />Council also recognized Mr. Richard D. Laxton, President of The Lester Group, who commended <br />
