<br />~ <br /> <br />\ <br /> <br />TUESDAY <br /> <br />MARCH 8, 1983 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, March 8, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members (with the exception of <br /> <br />Councilman & Vice-Mayor L. D. Oakes, who was away from the city) being present, viz., <br /> <br />William C. Cole, Jr., Mayor; Henry C. Reed; Eliza H. Severt; and Francis T. West. <br /> <br />- <br /> <br />After the invocation, Council unanimously approved--as recorded--the minutes of its regular <br /> <br />meeting held February 22, 1983. <br /> <br />Responding to Council's action of January 25, 1983, wherein Council sought the advice of <br /> <br />the Planning Commission before acting upon a petition seeking curb-and-gutter construction <br /> <br />along Morningside Lane, which petition was subsequently amended to the extent that (by <br /> <br />asking for such construction along only one side of this street) it does not comply with <br /> <br />the City's established curb-and-gutter shared-cost construction policy, the Commission <br /> <br />reported that, in its opinion, the City's current policy thereon, as well as the require- <br /> <br />ments established in the City's Subdivision Ordinance, is (are) adequate and fair and in <br /> <br />the best interest of the citizens and the City from a planning standpoint. The Commission <br /> <br />also reported that, unless unusual circumstances are involved, there is no merit in <br /> <br />deviating from the current policy. The Commission pointed out, however, that in justifiable <br /> <br />past instances there have been three general areas of exception, viz., (1) shifting of <br /> <br />improvements within the right-of-way, (2) construction of curb-and-gutter on only one side of <br /> <br />a street (where un-subdivided or un-developable property lies on the other side),and (3) <br /> <br />reducing the width of streets between curbs. Mr. William T. Wright, Jr.,of 1025 Morningside <br /> <br />Lane, speaking for himself and some other owners of property along this street informed <br /> <br />Council that of the thirty-three property owners involved some twenty-three owners are now <br /> <br />expressly agreeable to participating in the shared-cost project, whereas several others are <br />
