<br />32 <br /> <br />TUESDAY <br /> <br />FEBRUARY 22, 1983 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, February 22, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members (with the exception of <br /> <br />Councilman Henry C. Reed, who was away from the city) being present, viz., William C. <br /> <br />Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Eliza H. Severt; and Francis T. West. <br /> <br />After the call to order and the invocation, Council approved--as recorded--the minutes <br /> <br />of its regular meeting held February 8, 1983. <br /> <br />Mrs. Nancy N. Henderson, Chairman of the Martinsville-Henry County Clean Community <br /> <br />Commission, informed Council that the Commission was recently presented an "Award of <br /> <br />Merit", in the form of a plaque, by the State Division of Litter Control in recognition <br /> <br />of the Commission's achievements in the area of litter control and beautification through- <br /> <br />out the community. Council congratulated the Commission and its members upon being so <br /> <br />recognized as well as expressed its appreciation of their on-going efforts toward <br /> <br />enhancing the attractiveness and cleanliness of the community. <br /> <br />Council acknowledged receipt of the annual report (year ended June 30, 1982) of the <br /> <br />Patrick Henry Drug & Alcohol Council, Inc., as presented by its Director, Mr. James M. <br /> <br />Tobin, noting that some 4,000 area residents have directly been benefited from educa- <br /> <br />tional and counseling services provided by this agency during the year and, too that <br /> <br />the demand for services has generally increased although the agency's total budget has <br /> <br />been reduced by almost 20% because of reductions in state and federal funds.
