<br />),.1 <br />>I oj: <br /> <br />TUESDAY <br /> <br />FEBRUARY 8, 1983 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, February 8, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members (with the exception of <br /> <br />Councilman Francis T. West, who was away from the city) being present, as follows: <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; and Eliza H. Severt. <br /> <br />After the invocation, Council recognized Police Chief Terry L. Roop who, on behalf of the <br /> <br />City's Police Department, presented a plaque to Mr. H. L. Taylor, Jr., owner-operator of <br /> <br />Taylor's Supermarket at Clearview Drive and Northside Drive, in recognition of Mr. Taylor's <br /> <br />having been selected by the Police Department as the City's "Outstanding Citizen of the <br /> <br />Year" for 1982 and in appreciation of his active support of the Police Department and the <br /> <br />community. Chief Roop noted that Mr. Taylor is the first recipient of such an award in a <br /> <br />program recently developed by the Police Department for annual recognition of outstanding <br /> <br />citizens. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as recorded--the <br /> <br />minutes of its regular meeting held January 25, 1983, and of its special meeting held <br /> <br />January 31, 1983. <br /> <br />Council accepted with appreciation the 1982 annual report of the Martinsville Transportation <br /> <br />Safety Commission (Mr. Oakley H. Fitzgerald, Chairman), describing the activities of the <br /> <br />Commission during 1982 toward providing improved vehicular and pedestrian safety on and <br /> <br />along City streets, to which report was attached a graph setting forth the numbers of <br /> <br />"driving-under-the-influence" arrests, traffic arrests (including drunk drivers), and <br /> <br />accidents recorded by the City's Police Department over the past eighteen years~ <br />
