<br />_8 <br /> <br />TUESDAY <br /> <br />JANUARY 25, 1983 <br /> <br />endangered and the economy of the entire area adversely affected if <br />such a waste disposal facility is located within the County of Henry <br />or in counties adjacent thereto; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-fifth day of January, 1983, <br />that it hereby opposes the locating of any low-level radioactive <br />waste disposal facility in the County of Henry and/or in counties <br />adjacent thereto; and <br /> <br />BE IT FURTHER RESOLVED by said Council that copies of this resolution <br />be forwarded forthwith to the Virginia Solid Waste Commission and to <br />such other agencies as may be appropriate. <br /> <br />Council acknowledged receipt of the following staff reports (from City Manager Edmonds): <br /> <br />A. A financial report for the six months ended December 31, <br />1982; <br />B. A report indicating the possibility of the seeking by the <br />City of a variance from the State Air Pollution Control <br />Board's regulations on the burning of leaves; <br />C. A progress report on improvements to the Council Chamber's <br />sound-amplifying system, with suggested changes (in which <br />Council concurred) toward making these improvements from <br />that method initially considered; <br />D. A status report on Appalachian Power Company's petition <br />seeking an increase in its wholesale electric rates, now <br />before the Federal Energy Regulatory Commission; <br />E. A ~eport on a proposal from the Collection Service Division <br />of the local Retail Merchants Association to collect the <br />City's delinquent utility accounts, which proposal Council <br />accepted; <br />F. A status report on the City's 1982-83 Streetscape Program, <br />noting that, through the efforts of both the Downtown <br />Business Association and the Central Business District <br />Commission, and particularly the efforts of Messrs. Robert <br />L. Canupp, Jr., and Harry G. Copenhaver, Jr., (toward <br />securing complete participation by the property owners <br />involved), the Fayette Street project can now be under- <br />taken; and <br />G. A report on the recently-published Newcomer's Guide and <br />on procedures for its distribution. <br /> <br />Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant <br /> <br />to Sections 2.1-344(a)(1) and 2.1-344(a)(6) of the CODE OF VIRGINIA (1950, and as <br />
