<br />TUESDAY <br /> <br />JANUARY 11, 1983 <br /> <br />Council unanimously called for a special meeting of the Council to be conducted <br /> <br />Monday, January 31, 1983, in the Council Chamber, City Hall, beginning at 10:00 <br /> <br />A.M., for the purpose of considering and/or acting upon a proposed professional <br /> <br />services agreement for Phase III-B of the City's Ridgeway Hydro-electric project. <br /> <br />Council acknowledged receipt of the following Staff Reports: <br /> <br />(A) On on-going efforts to detect and reduce the <br />incidence of unmetered water in the City's water <br />distribution system, on which Council asked for <br />future progress reports; <br /> <br />(B) On the status of the proposed Leatherwood Creek <br />Raw Water Supply Project, noting that a contract <br />therefor, pending approval of final plans and <br />specifications, the advertising on March 1st for <br />bids, and the opening of bids on April 15th, is <br />scheduled to be let by May 1st, with completion <br />of the project by May 1, 1984; and with permanent <br />financing thereof (as to the City's cost) probably <br />from the sale of water revenue bonds; <br /> <br />(C) On the status of the proposed wastewater treatment <br />plant expansion project, in conjunction with the <br />Henry County Public Service Authority's proposed <br />Upper Smith River Project; and <br /> <br />(D) On the status of the City's 1982-83 Streetscape <br />Program, which Council indicated that it might <br />consider at its forthcoming January 25th meeting. <br /> <br />Upon motion, duly seconded and unanimously carried, Council appointed Messrs. <br /> <br />Martin Kravitz and R. Noel Ward and reappointed Mayor William C. Cole, Jr., <br /> <br />Oakley H. Fitzgerald, and Raymond W. Loman to membership on the City's Trans- <br /> <br />portation Safety Commission for four-year terms ending December 31, 1986. <br /> <br />Council took no action toward appointing a citizen to the Executive Board of <br /> <br />the Dan River VASAP, to replace Mr. James W. Severt, resigned. <br />
