In response to Council's duly-published invitation to bid, pursuant to the ordinance (proposing to sell and grant a franchise for an electric light, heat and power trans- mission and distribution system in the City of Martinsville, generally to serve six industrial firms) adopted by Council on November 23, 1982, Council acknowledged receipt of one bid, being that submitted by Appalachian Power Company in the sum of ten dollars ($10.00). In tentative acceptance of said bid, Council accepted for introduction of an ordinance to grant said franchise to Appalachian Power Company, with final adoption of this franchise ordinance scheduled at Council's forthcoming January 25th meeting. Council unanimously adopted the following ordinance, as previously introduced, amending Section 7.3 (Adjustments to Billings) of the Terms and Conditions of City Electric Service: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session held on January 11, 1983, that Sec. 7.3 of the Terms and Conditions of Electric Service be amended as follows: Sec. 7.3 Adjustments to Billings Whenever a meter is tested and found to have an average error of registration of more than 2% fast, the City shall recalculate the monthly bills for a period equal to one- half the time lapse since the last test; but this period shall not exceed twelve months, except in such cases where a meter error can be documented for periods longer than twelve months.
