<br />TUESDAY <br /> <br />JANUARY 11, 1983 <br /> <br />on a proposal (already conditionally approved by Council at its meeting held <br /> <br />November 23, 1982) to amend the City's 1982-83 budget by allocating $100,000.00 <br /> <br />of anticipated 1982-83 Revenue Sharing funds toward the prepayment of a loan to <br /> <br />finance the cost of the City's data processing system in lieu of a like amount <br /> <br />initially budgeted--and now to be funded from General Fund surplus--for the <br /> <br />City's cost-share of the Health Center Expansion Project. There being no citizen <br /> <br />response to this proposal, and the required procedural processes having been <br /> <br />completed, Council unanimously authorized and directed the amending of said budget <br /> <br />accordingly. <br /> <br />Continuing its consideration of an ordinance (presented and introduced at Council's <br /> <br />meeting held December 14, 1982) to revise the City's current water rates by <br /> <br />amending Appendix A to the Terms and Conditions of the City's Water and Sewer <br /> <br />Services in accordance with the rate schedule recently recommended by Mattern & <br /> <br />Craig, Consulting Engineers, Council received from City Manager Edmonds his recom- <br /> <br />mendation that said recommended schedule be revised to the extent that it will omit <br /> <br />the reference to fire service connection charges inasmuch as the income from this <br /> <br /> <br />source, having been erroneously estimated by the consulting engineers as being some- <br /> <br />what neglible when, in fact, such income would be quite large, as verified by <br /> <br />Mr. Sam H. McGhee, III, of Mattern & Craig, and will not be required (also verified <br /> <br />by Mr. McGhee) to meet the estinated income needs of the water utility system. Mr. <br /> <br />Edmonds, having recommended that the water rate schedule, as revised, become effective <br /> <br />April 1, 1983, reviewed with Council the adverse financial impact upon the Water Fund's <br /> <br />estimated surplus balance(s) as the effective date, month by month through June of <br /> <br />1983, is deferred or postponed. With the elimination of the fire service connection <br /> <br />charge, Mr. McGhee estimated that the City's large water users will pay their <br />
