<br />TUESDAY <br /> <br />JANUARY 11, 1983 <br /> <br />.--- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor W. C. Cole, Jr., presiding, was held Tuesday, January 11, 1983, <br /> <br />in the Council Chamber, City Hall, all members being present, as follows: William <br /> <br />C. Cole, Jr. Mayor; L. D. Oakes, Vice Mayor; Henry C. Reed; Eliza H. Severt; and <br /> <br />Francis T. West. <br /> <br />--- <br /> <br />Following the invocation and the presentation of service awards to those City <br /> <br />employees who, as of December 31, 1982, had completed five-year incremental periods <br /> <br />of employment with the City, Council presented tokens of appreciation to Mrs. <br /> <br />Kathleen O'Dell (not present) and Mr. J. Ronald Ferrill in recognition of their <br /> <br />services to the City and its citizens as members of the City's Transportation <br /> <br />Safety Commission, to which agency they chose not to be reappointed for new terms <br /> <br />beginning January 1, 1983. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved (as recorded) <br /> <br />the minutes of its regular meeting held December 14, 1982. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a <br /> <br />proposal, recommended by the Planning Commission, that the street east of Mulberry <br /> <br />Road, heretofore known as either Jefferson Street or Jefferson Circle, be officially <br /> <br />named Jefferson Circle. There being no citizen response to this proposal, the public <br /> <br />hearing was declared closed; whereupon motion, duly seconded and unanimously carried, <br /> <br />Council accepted the Planning Commission's recommended proposal and, accordingly, <br /> <br />officially established the name of "Jefferson Circle" for said street. <br /> <br />Also, pursuant to duly advertised public notice, Council conducted a public hearing <br />
