<br />~90 <br /> <br />SATURDAY <br /> <br />DECEMBER 15, 1984 <br /> <br />Whatever develops in the next few weeks, and even assuming the <br />Council's patience, we are all in for a period of strain and <br />awkwardness. Our situation will, unfortunately, become an open <br />secret. This is so because I'll be depending on help of local <br />references to a certain degree and there will be a flow of com- <br />munication into and out of my office that will be impossible, as <br />a practical matter, to keep entirely confidential. The press <br />already senses a story here and will pursue information on it <br />from you, from me and from others. You will be approached, di- <br />rectly or indirectly, by persons inside our organization (and <br />perhaps without) who have an interest in who my successor will <br />be. As a lame duck, my ability to exercise strong management <br />direction will be diminished somewhat and staff morale may be <br />affected. I see all this as unavoidable. But, with a bit of <br />forebearance on your part and mine, it will all work out, as <br />such things always do. <br /> <br />I am available, of course, to further discuss any of your con- <br />cerns with you individually or as a body, and will be looking to <br />you for direction, as before. <br /> <br />Upon motion, duly seconded and unanimously carried, Council took the following <br /> <br />actions with regard to this resignation: <br /> <br />A. Accepted Mr. Edmonds' resignation as City Manager, effective <br />at 5:00 P.M., January 15, 1985; <br /> <br />B. Requested that, from said January 15th through February 28, <br />1985, Mr. Edmonds serve and/or be on call as advisor-consul- <br />tant to the Council and the City, during which period of <br />time Mr. Edmonds will be paid full salary (at his current <br />rate) and is to be accorded all standard employee benefits, <br />with final separation from City employment to be as of <br />February 28, 1985; and <br /> <br />C. Appointed Mr. George W. Brown, Assistant City Manager-Public <br />Works Director, as Acting City Manager, effective at 5:00 P.M., <br />January 15, 1985, until further notice. <br /> <br />Members of Council then expressed appreciation of Mr. Edmonds' outstanding service to <br /> <br />the City as City Manager and, also, extended best wishes to Mr. Edmonds. In response, <br /> <br />Mr. Edmonds acknowledged with appreciation the opportunity of serving as Martinsville's <br /> <br />City Manager since June 16, 1980, during which period of time, he stated, he has served <br /> <br />without fear or favor. <br />
