<br />,1 t <br /> <br />SATURDAY <br /> <br />DECEMBER 15, 1984 <br /> <br />Pursuant to the provisions of Section 5(a) of Chapter 2 of the Martinsville City Charter, <br /> <br />Martinsville City Council convened in a special meeting on Saturday, December 15, 1984, in <br /> <br />the Counci 1 Chamber, City Hall, beginning at 10: 00 A.M., for the stated purpose of cons idering <br /> <br />a personnel matter. All members of Council were present, viz., William C. Cole, Jr., Mayor <br /> <br />and Presiding Officer; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; L. D. Oakes; and <br /> <br />Clyde L. Williams. <br /> <br />After the invocation and the stating of the purpose of this meeting, and in accordance <br /> <br />with the provisions of Section 2.1-344 (a)(l) of the CODE OF VIRGINIA, and upon motion, <br /> <br />duly seconded and unanimously carried by a recorded vote, Council convened into an Executive <br /> <br />Session to consider this personnel matter. Following said Executive Session, Council recon- <br /> <br />vened into open session and announced that, under date of December 12, 1984, City Manager <br /> <br />Edmonds had tendered his resignation as City Manager. Mr. Edmonds' letter of resignation <br /> <br />was as follows: <br /> <br />As announced to you last night in executive session, I will be moving <br />in an immediate sense to secure another position. I will be pursuing <br />several options that may be available to me in the private sector, as <br />well as those in the field of public administration. I would antici- <br />pate, or at least be hopeful of, securing this change of situation <br />within 60-90 days. <br /> <br />This memorandum is intended to clarify a couple of points and to avoid <br />as much as possible any misunderstandings and/or acrimony in the next <br />few weeks. <br /> <br />First, I'd like it understood that while I'm convinced that I no longer <br />enjoy the full confidence of a majority of the Council, I take no <br />personal offense at that. It's just business and politics. I have the <br />highest regard for each of you, in an individual and personal sense, and <br />I respect, as a collective matter, your decisions and prerogatives. <br /> <br />Secondly, for the balance of my tenure, you can be assured that I'll con- <br />tinue to serve the majority will of the Council with diligence, enthusiasm <br />and with all the objectivity I can muster. If it appears that I am failing <br />you in any significant way, I would expect you to advise me of that per- <br />ception--preferably on a private basis, but publicly if you like. If my <br />service to you should seriously deteriorate, which I don't anticipate, I <br />would expect you to request my resignation or to fire me outright. That <br />is what our City Charter provides for and that's how the Council-Manager <br />system should operate. <br />
