<br />TUESDAY <br /> <br />NOVEMBER 27, 1984 <br /> <br />,- <br /> <br />Council unanimously went on record as endorsing the program for Martinsville's eligible <br /> <br />citizens and, in so doing (pursuant to Councilman Oakes' suggestion), asked Mr. Saunders <br /> <br />to provide Council with a summary report at the conclusion of the current program year <br /> <br />as to the number of homes or living units weatherized, the cost thereof, and such other <br /> <br />pertinent data as Mr. Saunders deems appropriate. <br /> <br />Council continued to its forthcoming December 11th meeting, at the request of the Chair- <br /> <br />-... <br /> <br />man of the Board of the Blue Ridge Regional Library, consideration of, and/or action on, <br /> <br />a proposed resolution in conjunction with and in support of the proposed expansion of the <br /> <br />headquarters of the Regional Library as well as other matters the Library Board might <br /> <br />wish to discuss with Council. <br /> <br />Under date of November 15, 1984, City Manager Edmonds addressed to Council the following <br /> <br />report entitled, "Alternatives for Financing Wastewater Treatment Facilities", with <br /> <br />"Alternative A" having been developed and supported by Councilman Groden and with "Alter- <br /> <br />native B" having been developed and supported by Councilman Oakes: <br /> <br />Stemming from the Council's decision to negate the referendum on <br />sewer bonds, we have undertaken private discussions with each of <br />you as to alternatives for financing the various elements of our <br />agreement with Henry County on future wastewater treatment faci- <br />lities. This memorandum report is intended to summarize our <br />situation and the two alternatives that seem most likely. For <br />several reasons, we think it would be timely for the Council to <br />decide on one plan or the other at your meeting of December 11. <br /> <br />There are four financial "nuts", as far as the City is con- <br />cerned, in the current City-County plan. Only three of these <br />are now being addressed. The fourth, buying 2.0 MGD capacity in <br />the proposed third plant (hereafter to be called the Marrowbone <br />Plant), will cost $2,600,000 in 1993-94. Because it is so <br />distant, no specific provision for this financing is now being <br />made. <br />
