<br />11, 140 ') <br />;1{...., <br /> <br />TUESDAY <br /> <br />NOVEMBER 27, 1984 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, November 27, 1984, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; L. D. Oakes; <br /> <br />and Clyde L. Williams. <br /> <br />After the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />approved--as recorded--the minutes of its regular meeting held November 13, 1984, with <br /> <br />the proviso that said minutes reflect the fact that Council's acceptance of the Compre- <br /> <br />hensive Plan Update, as amended, included acceptance and approval of the Land Use Plan <br /> <br />made a part of the Updated Comprehensive Plan. <br /> <br />Council directed that duly-advertised public hearings be conducted by Council at its <br /> <br />regular meeting scheduled for December 11, 1984, (1) on a proposal offered by Council- <br /> <br />man Oakes to amend the City Budget by appropriating $150,000.00 from Water Fund surplus <br /> <br />toward the City's cost-share of the Leatherwood Creek Raw Water Line and thereby reduce <br /> <br />the City's need by that amount, to issuing only $1,350,000.00 (of the $1,500,000.00 <br /> <br />bonds authorized by recent November 6th referendum) for said purpose and (2) on a pro- <br /> <br />posal that Council appropriate said $1,350,000.00 (to be derived from bond proceeds) <br /> <br />to a new Water Bond Fund for said purpose. <br /> <br />At Council's prior invitation, Mr. Sherman M. Saunders, Executive Director of the <br /> <br />Pittsylvania County Community Action Agency, appeared before Council and described <br /> <br />certain aspects of a weatherization program available through this agency to eligible <br /> <br />citizens of Martinsville, for which Mr. Saunders preferred Council's endorsement prior <br /> <br />to providing such services. After some discussion of this program and its goal to <br /> <br />enable recipients to become more self-sufficient through reduced energy or fuel costs, <br />
