<br />4j <br /> <br />TUESDAY <br /> <br />AUGUST 28, 1984 <br /> <br />City of Martinsville, because of their like size and interests, would become affiliated <br /> <br />under the "Sister Cities" program and, with Council's endorsement, the affiliation would <br /> <br />be pursued as would be the establishing and incorporation of a local permanent entity <br /> <br />which would be tax-exempt and would presently require no local government funds except <br /> <br />for incorporation costs. Councilman Williams, while complimenting Mr. Cragun for his <br /> <br />efforts and on his organizing ability, expressed concern--as did, subsequently, Mr. <br /> <br />Bruce Dallas, of 211 Massey Street--with the fact that the members of the "Working <br /> <br />Group" as well as the proposed corporate directors, by virtue of their places of <br /> <br />residence in the City, are not representative of all geographical sections of the City <br /> <br />and, although (as Mr. Cragun emphasized) the initial efforts and feasibility studies <br /> <br />have been directed toward "getting the project off the ground", all areas of the City <br /> <br />should have been represented within the group from the outset. Councilman Oakes then <br /> <br />introduced a motion that Council endorse the project and Vice-Mayor Severt seconded the <br /> <br />motion, with the understanding that the project would involve (i.e., represent) all <br /> <br />citizens. In the ensuing discussion of this motion and project, Councilman Groden <br /> <br />evaluated the program as being good and worthwhile and (that) Mr. Cragun would be an <br /> <br />effective leader, whereas Mayor Cole indicated that, as an individual member of Council, <br /> <br />he would not support the motion because of the issues and concerns already expressed but <br /> <br />would carry out his duties thereunder if the motion carries. City Manager Edmonds then <br /> <br />recommended that, in light of the apparent divisiveness among members of Council on <br /> <br />this matter, the project and consideration thereof be "tabled" indefinitely, with Mr. <br /> <br />Edmonds assuming responsibility for any faults, although unintentional, found with his <br /> <br />efforts to develop the project to its present stage; whereupon Councilman Oakes, with <br /> <br />Vice-Mayor Severt's consent, withdrew his motion and, thus, Council "tabled" this <br /> <br />matter indefinitely. <br />
