<br />414 <br /> <br />TUESDAY <br /> <br />AUGUST 28, 1984 <br /> <br />requirements (for periodic updating of such plans) as well as the goals in updating <br /> <br />the Comprehensive Plan, viz., that it might be a workable-and-general guide, both <br /> <br />for the Council and the Planning Commission, in anticipation of future growth and <br /> <br />development within the City and, at the same time. be adaptable to change as needs <br /> <br />arise. Also present was Mr. Robert W. Dowd. Assistant Director of the West Piedmont <br /> <br />Planning District Commission, who described the role of his agency in assisting the <br /> <br />Planning Commission in the development of the proposed updated Plan. In the <br /> <br />discussions of this matter, preceding Council's call for the public hearing thereon, <br /> <br />Councilman Groden cited the significance and importance of the Comprehensive Plan to <br /> <br />the City as well as suggested certain methods by which Council might approach its <br /> <br />study thereof in conjunction with Councilman Oakes' request that Mr. Dowd provide <br /> <br />Council with a summary of key changes being recommended. Meanwhile, Councilman <br /> <br />Williams urged that measures be taken by which the public might become well-informed <br /> <br />before Council's final action on the Plan, as updated. <br /> <br />On behalf of a local group of citizens serving as a llWorking Group" for a proposed <br /> <br />"Sister City Affiliation" project, first proposed by City Manager Edmonds under date <br /> <br />of December 2, 1981, Mr. Ben M. Cragun appeared before Council and--in addition to <br /> <br />reporting on the progress made by this group--outlined the purposes and goals of such <br /> <br />a project which, as City Manager Edmonds described in his proposal of December 2, <br /> <br />1981, are to encourage relationships between communities within the United States and <br /> <br />communities throughout the world through exchanges of information and activities in <br /> <br />the fields of education, government, culture, economics, and social relations, all in <br /> <br />the interest of international peace and goodwill. Mr. Cragun. who only recently <br /> <br />became associated with this group, informed Council that the city of Droylsden <br /> <br />(Manchester).
