<br />4~ <br /> <br />TUESDAY <br /> <br />AUGUST 28t 1984 <br /> <br />Mayor Cole was unanimously designated by Council as the City's voting delegate to the <br /> <br />forthcoming business section of the Virginia Municipal League to be conducted on October <br /> <br />2, 1984; and Vice-Mayor Severt was unanimously designated as the City's alternate voting <br /> <br />delegate to this session. <br /> <br />In response to a request presented by Mr. Stan Williams (of the local Seven-Eleven <br /> <br />Stores) for permission--and, therefore, an exception to Council's previously-adopted <br /> <br />policy--to conduct a "toll gate" on a City street on Monday, September 3, 1984, for <br /> <br />and on behalf of the Muscular Dystrophy Foundation, in conjunction with the annual <br /> <br />fund-raising telethon for this cause, Council reaffirmed said policy (which limits <br /> <br />conducting of "toll-gates" within the City to the Martinsville Volunteer Fire Company, <br /> <br />the Martinsville-Henry County Rescue Squad, and the Circle M Club--now inactive--of <br /> <br />Patrick Henry Community College, all being quasi-governmental functions or agencies) <br /> <br />and, thus, denied Mr. Williams' request. <br /> <br />By memorandum report dated August 22, 1984, City Manager Edmonds informed Council that, <br /> <br />based on recent experience and on anticipated trends, it will be much less expensive <br /> <br />for the City to change its employee unemployment insurance from its present premium- <br /> <br />payment basis to that under which the City will reimburse the Virginia Employment <br /> <br />Commission for the amount paid by the Commission in unemployment claims allowed by the <br /> <br />Commission to City employees who qualify for unemployment benefits; and, on the basis <br /> <br />of this informationt City Manager Edmonds recommended that the change be authorized, <br /> <br />effective January It 1985. Council unanimously authorized the recommended change. <br /> <br />City Manager Edmonds also apprised Council of recent developments and some favorable <br /> <br />actions by the United States Congress towards affording local governments immunity <br /> <br />from anti-trust actions. <br />
