<br />40. <br /> <br />TUESDAY <br /> <br />AUGUST 14, 1984 <br /> <br />There is not sufficient factual information to justify expansion of <br />the P.S.A. plant from 4 m.g.d. to 8.0 m.g.d. at this time. <br /> <br />The P.S.A. now believes that the major industrial expansion in the <br />future will take place in the City's Industrial Park and in Southern <br />and Eastern Henry County. <br /> <br />The predicted expansion is based on forecasts provided by major water <br />users located in the City and the County. The location of this expan- <br />sion also is based on the opinion of those now engaged in bringing new <br />industry to the area. <br /> <br />The City of Martinsville is now developing plans to expand its plant <br />from 6.0 m.g.d. to 8.0 m.g.d. <br /> <br />The predicted increased flow referred to above will exceed the 8.0 <br />m.g.d. capacity of the City plant. It has already been determined that <br />expansion of the City plant to 12 m.g.d. will cost an estimated $9 mm. <br /> <br />The $9 mm is excessive and forces us to conclude that there must be a <br />better way. <br /> <br />From the information that we have, we believe that the better way is a <br />third plant located in an undeveloped area of Southern Henry County. <br /> <br />With the foregoing statements as an introduction, we are convinced <br />that a complete review and study of this entire subject needs to be <br />made. <br /> <br />This study would include: <br /> <br />1) An update of projected flows to the P.S.A. Koehler plant based <br />on actual flow measurements and potential growth within the <br />basin. <br /> <br />2) A complete study of projected flows from the City and from the <br />Southern and Eastern portions of Henry County based on known indus- <br />trial expansion plus projected growth in the area. <br /> <br />3) A study of a diversion line from Jones Creek to Koehler with the <br />objective of making use of the 1.6 m.g.d. unused capacity in the <br />shortest possible time. <br /> <br />4) Cost analysis and method of financing of the various options <br />which appear feasible: <br /> <br />a) Expansion of the City plant from 6.0 to 8.0 m.g.d. <br />b) Expansion of the City plant from 8.0 to 12.0 m.g.d. <br />c) Construction of a third plant. <br />d) Construction of the diversion line. <br /> <br />We ask your approval to direct our staffs to return to the negotiating <br />table to give further study to this most important subject. <br />
