Authorize the funding request for $288,900 of Community Develop- <br />ment Block Grant funds, which, if funded, will be matched with <br />$190,303 in local funds; and <br /> <br />4. Give its City Manager, Don R. Edmonds, authority to complete and <br />sign said application and to act as the City's official represen- <br />tative in connection therewith and to provide such additional infor- <br />mation thereon as may be required. <br /> <br />Mayor Cole and Councilman Williams called Council's attention to, and urged public support <br /> <br />of, the "Family Safety Day Program" being sponsored by the City's Transportation Safety <br /> <br />Commission (of which Mr. Williams is a member) at Martinsville Senior High School on August <br /> <br />18th, at which all aspects of safety in all areas of daily living will be stressed. <br /> <br />Councilman Oakes reported that he has received a number of citizen complaints of damage to <br /> <br />vegetable gardens and greeneries by foraging deer. <br /> <br />Councilman Oakes also proposed, and Council concurred, that City Manager Edmonds (on behalf <br /> <br />of the City) support the Virginia Municipal League's Legislative Committee's effort, by <br /> <br />letters to Virginia's congressional delegation, toward obtaining enactment of certain anti- <br /> <br />trust legislation to protect municipalities from anti-trust suits to the extent the Federal <br /> <br />Government is protected. <br /> <br />In accordance with the requirements of subsection (6) of Section 2.1-344(a) of the CODE OF <br /> <br />VIRGINIA (1950, and as amended), and pursuant to motion, duly seconded and unanimously <br /> <br />carried, Council convened into an Executive Session for the purpose of considering a matter <br /> <br />of potential litigation (Note: see City Attorney Worthy's written brief recorded in the <br /> <br />minutes of Council's special meeting held July 5, 1984, regarding programming changes <br /> <br />effected or contemplated by Martinsville Cablevision), at which Executive Session members <br /> <br />of the Henry County Board of Supervisors and its staff personnel, hereinbefore named, were <br /> <br />present at Council's invitation for consultation.
