<br />37 <br /> <br />JUNE 26, 1984 <br /> <br />TUESDAY <br /> <br />Mr. Bruce Dallas, of 211 Massey Street, appeared before Council and urged that no action <br /> <br />be yet taken by the City, at least for sixty days, toward the "sale of lands" on which <br /> <br />delinquent taxes (for the tax year 1980-81) are due, in order that Mr. Dallas might con- <br /> <br />tact the property owners involved to urge them to pay these taxes, as listed in the May <br /> <br />21st edition of the Martinsville Bulletin. Mr. Dallas further indicated that these <br /> <br />property owners have not had prior notice of the "land sale" which the published notice <br /> <br />contemplates at June 30, 1984; however, as explained by City Attorney Worthy, the required <br /> <br />procedure of publishing the list precedes, at this point, the relaying of the delinquent <br /> <br />tax tickets or bills on June 30th to the Clerk of Martinsville City Circuit Court, at whose <br /> <br />office any payments of these taxes are to be received after June 30th (rather than at the <br /> <br />Treasurer's office) and liens attached thereto by the Court Clerk, in accordance with <br /> <br />statutory requirements, are to be satisfied. Beyond that procedure, Mr. Worthy advised, <br /> <br />further legal action (to enforce collection of any unpaid delinquent taxes) must be <br /> <br />authorized by City Council. Meanwhile, Council requested City Manager Edmonds to prepare <br /> <br />a memorandum report (for Council) on the procedural stages involved in collecting and/or <br /> <br />attempting to collect delinquent real estate taxes. <br /> <br />In recognition of the outstanding services rendered the City by both Councilman Henry C. <br /> <br />Reed and Councilman Francis T. West, who chose not to be candidates for re-election to <br /> <br />membership on City Council for new terms beginning July 1, 1984, and whose terms of <br /> <br />office as Councilmen will end June 30, 1984, other members of Council presented plaques <br /> <br />to Messrs. Reed and West as tokens of this recognition. The record notes that Council- <br /> <br />man Reed will be completing one full term as a member of Council, viz., from July 1, <br /> <br />1980, through June 30, 1984; whereas, Councilman West will be completing four terms <br /> <br />(September 1, 1966, through August 31, 1974; and September 1, 1976, through June 30, 1984, <br /> <br />during which time he served as Vice-Mayor, September 1, 1968, through August 31, 1972; and <br /> <br />as Mayor from September 1, 1972, through August 31, 1974).
