<br />36 <br /> <br />TUESDAY <br /> <br />JUNE 26, 1984 <br /> <br />In connection with the on-going Spruce Street Improvement Project and the realignment of <br /> <br />Finley Street at its intersection with Spruce Street, Council approved--as recommended-- <br /> <br />the conveyances and/or purchase or sale of the following properties, required or not re- <br /> <br />qui red by the City in said realignment: <br /> <br />1. Parcel A, consisting of approximately 2,890 sq. ft., to be con- <br />veyed by the City to Mr. John Collins (whose residence fronts <br />Finley Street) for the sum of $500.00; <br /> <br />2. Parcel B, consisting of approximately 3,890 sq. ft., to be con- <br />veyed by the City to Mr. Lauris Hodges (whose residence fronts <br />Spruce Street) for the sum of $400.00; and <br /> <br />3. Parcel C, consisting of approximately 222 sq. ft., to be con- <br />veyed by Mr. John Collins to the City for the sum of $300.00. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved certain changes or <br /> <br />revisions to the City's Purchasing Manual, as set forth in City Manager Edmonds' cover- <br /> <br />memorandum of June 15, 1984, and as required by the State's Public Procurement Act, as <br /> <br />revised by the 1984 Session of the Virginia General Assembly. Sections of the City's <br /> <br />Purchasing Manual affected by these changes are 1.5D, 1.7, 1.7C, 1.7B, 6.4A, and 7.1, <br /> <br />plus the Instructions for Completing the Authorization to Disburse Funds Form (page E-1), <br /> <br />with these changes becoming effective July 1, 1984. <br /> <br />By memorandum report dated June 1, 1984, City Manager Edmonds responded to certain <br /> <br />questions raised at the recent public hearing conducted by Council on the proposed <br /> <br />1984-85 City Budget and pertaining to the City's utility deposit requirements as com- <br /> <br />pared with similar requirements of other municipally-owned electric systems (within the <br /> <br />Appalachian Power Company service area) as well as the requirements of Appalachian <br /> <br />Power Company. <br /> <br />In opposition to recently-announced changes (effective July 1, 1984) by Martinsville <br />
